LBJ's Kerner Commission, ignoring the leading role of communist agitation in America's racial climate, is tasked with looking elsewhere for the cause of riots. As marxist ideological subversion and federal social engineering gives way to unrest, violence and fatigue, Richard Nixon wins the 1968 presidency on a law-and-order platform, raising harder questions about who is truly directing the upheaval unfolding in America's streets and institutions.
